As a result of the agency’s own monitoring and the reports of concerned citizens on Arnold Clavio’s controversial interview of Napoles legal counsel Atty. Alfredo Villamor on “Unang Hirit” last Tuesday, the Movie Television Review and Classification Board has invited several “responsible officers and personalities” of the show to a “remedial and best practices conference” this Monday, November 11.
This was confirmed to InterAksyon on Thursday by MTRCB chairman Eugenio “Toto” Villareal, who added that the agency has sent “a communication to ‘Unang Hirit’ as well as individual notices to several responsible officers and personalities of the program”.
Villareal said that the MTRCB’s action stems from the show’s MTRCB broadcast permit that states that it’s a public affairs program that airs at an early morning time slot where “children are bound to be present”.
“Since it’s a public affairs program with a Parental Guidance (PG) classification, we therefore asked everyone to attend Monday’s conference wearing the so-called parent’s hat,” the MTRCB chief stressed.
With regards to the particular segment of the show where Clavio received a lot of flak from netizens who were displeased with his brusque manner during the interview, Villareal said they are appealing to the show to demonstrate “overall audience sensitivity”.
“Kapag ganyan, we ask everybody to always recall the constitutional preset mandating protection of human dignity, whoever that person may be. The state values the dignity of every human person,” Villareal added in reference to Villamor who was on the receiving end of Clavio’s outburst.
“If the industry of television is hurt in any way, we are also hurt because we also belong here, we are enablers, we are partners in this industry and therefore, magandang napag-uusapan ito kasi may mga kabataan na nanonood dito”.
As to whether or not the MTRCB will impose sanctions on “Unang Hirit” in general and Clavio in particular just like in the case of TV5’s “T3” which was slapped with a 20-day preventive suspension last year, Villareal said it was still too early for them to make any conclusions.
“Mahirap magkaroon ng apple-to-apple comparison. It would not be fair to us to make any comment in that regard at this time. Like I said, nasa conference level pa lang kami so doon pa lang mabubuo ang total picture,” Villareal pointed out.
The preventive suspension of “T3” stemmed from the threatening on-air comments made by brothers Ben, Raffy and Erwin Tulfo against Raymart Santiago and Claudine Barreto following an infamous airport brawl involving their brother Mon and the then married couple.
In the case of “Unang Hirit”, Villareal said an ad hoc committee has been formed to handle the issue.
“It would be better to wait for the result of the conference before we make any conclusion. Naipahatid na sa amin ang sinabing mga alegasyon. Kailangang bigyan natin ng pagkakataon ang programa na makapag-paliwanag. We’ll see if there are any avenues for certain remedial measures by way of self-regulation that will be presented to us,” he said.
Asked for his comment on Clavio’s recent statement on “Unang Hirit” asking for understanding on the matter, Villareal said the MTRCB has not officially received any communication from GMA Network or any host or personality from the program.
“If that’s true (Clavio’s statement), it would be better for them to present it during the conference on Monday.”
